1️⃣ Committees have to give 72 hours’ notice – not business days – for hearings.
2️⃣ Position letters need to be submitted through the Legislative Portal (https://calegislation.lc.ca.gov/Advocates/) 7+ days before the hearing in order to be considered in the Committees’ analyses.
3️⃣ Rules may be used to bend conditions in your favor, e.g. ANNOUNCE THE HEARING DATE AFTER THE DEADLINE TO SUBMIT PAPERS EXPIRES.
4️⃣ If all else fails, THERE ARE NO RULES (see e.g. “Gut and Amend Bills,” e.g. SB1390)
